David Baines is 49 years of age. He is married with three children and comes to Cayman from Preston in Lancashire. He is the third member of his family to join the police having followed his father and brother into the service. With more than thirty years of policing experience in UK forces, he took up the position of Commissioner of Police in the Royal Cayman Islands Police Service on June 1st, 2009.

 

In 1976, at the age of sixteen, David joined the Lancashire Constabulary as a police cadet. Following his training, he spent five years in uniform patrol and other support roles before deciding to join the CID in 1982.

 

From 1982-1999 he rose through the ranks as a Detective, reaching the level of Chief Inspector. His roles included Divisional Detective and Major Crime Unit Inspector, as well as Special Branch and Counter Terrorism duties.

During this period he was also posted to the Regional & National Crime Squad  - the forerunner of today’s Serious Organised Crime Agency. Here he served in various roles up to that of DCI - Branch Commander. Work with the Crime Squad took him to a number of European countries, including Holland, Belgium and Spain. The project team he managed targeted UK criminals operating abroad. Its operations focused on intercepting drug shipments, dismantling criminal networks, and securing their financial assets.

In 1998 Lancashire Constabulary sponsored and supported his attendance at the Wolfson Management Programme at Cambridge University.

In 2000 he moved through promotion to the Greater Manchester Police, the second largest police force in Great Britain. Here he was appointed Head of Corporate Performance with responsibility for raising performance standards throughout the force.
